Packages: atk: Allow selection of atk version >= atk-x.y.z internally
Some packages may need to select atk version >= atk-x.y.z, notably gtk+.
This is the first package, in Embtk, which supports this kind of versions
selection, so the version selection logic may need improvement in the
future.
