[objc-arc] Apply the RV optimization to retains next to calls in ObjCARCContract instead of ObjCARCOpts.
Turning retains into retainRV calls disrupts the data flow analysis in ObjCARCOpts. Thus we move it as late as we can by moving it into ObjCARCContract.
