Added a link to the main page for LLVM.
Made the "Submitting a Bug" reference point to the web site, as we want people using the latest and greatest bug reporting. Fixed the indentation by assuming that tabs are 8 characters or less. git-svn-id: https://llvm.org/svn/llvm-project/llvm/trunk@9107 91177308-0d34-0410-b5e6-96231b3b80d8
