Add command-line flag to tblgen to turn off generating comments for the new
isel (defaults it to generate comments). This reduces the size of the generated source file. git-svn-id: https://llvm.org/svn/llvm-project/llvm/trunk@97470 91177308-0d34-0410-b5e6-96231b3b80d8
